XcelPlus Global Holdings Sees Bright Future in Revisions to Renewable Fuel Standard Program

DOTHAN, Ala.--(BUSINESS WIRE)--XcelPlus Global Holdings, Inc. (Pink Sheets: XPGH - News), a leading manufacturer and distributor of industrial biofuels, gained a solid foothold on its future growth and stability this week with the passing of revisions to the National Renewable Fuel Standard (RFS2) program by the Environmental Protection Agency (EPA). The revised statutory requirements establish new annual volume standards for the biomass-based diesel fuel produced by XcelPlus Global, as well as for cellulosic and advanced biofuels. The combined volume requirements for 2010 are 12.95 billion gallons (bg), and, under the new regulations, continue to increase over the next 12 years, reaching 36 bg by 2022.
"This legislation sets the stage for us to enter some new, very large markets," said J. Michael Parsons, president and CEO of XcelPlus Global Holdings. "There is a synergistic effect as well, as this new legislation will also strengthen our strategic partners and stabilize our industry into the future." XcelPlus Global currently supplies biofuels made from plant oils, fats and other waste stream products to customers in asphalt/road construction, paper mills and lime kilns, among others.

Completion of Audit for Move to OTCBB
XcelPlus will complete its audit in mid-February. At that time both the audit and the SEC filings for the move to over-the-counter trading are expected to be completed by the third week in February. 2009 results are expected to be released simultaneously.
Upward Gross Revenue Momentum
- The eleven month gross revenue of XcelPlus on November 30, 2009, was a stunning $7.8M

Regional Deliveries Continuously Expanding
XcelPlus’ Gross Revenue was $2.4 million for October, representing a 62% increase in fuel deliveries to 954,000 gallons. A record 185 truckloads of green fuel were delivered in October 2009. The Company also expanded its customer base and market coverage in October with its first deliveries into Oklahoma, Arkansas and Texas.
Broadening Company Footprint
XcelPlus continues to build their position in fuels, while diversifying their portfolio in energy. The Company is currently focused on broadening the company’s footprint in the fuels sector, while also negotiating technology acquisitions that management believes will ultimately redefine how electricity is produced. XcelPlus has opened negotiations for the acquisition of its operations partner, Gen-X Energy Group Inc.
Growth to date has been driven by green-fuel replacements of fossil fuels. The Company’s current core customer base is in the paving industry. Xcel has joined the National Asphalt Pavers Association on an affiliate basis. In its core market of asphalt paving, the company recently received a two-million-gallon order from Wiregrass Construction.
Renewable Fuel Pending Orders from Korea and Northeastern United States
As a manufacturer and distributor of industrial biofuels, XcelPlus has opened a significant new market for its renewable fuels with pending orders for nearly 80 million gallons from power plants in Korea and the northeastern U.S.
Test Burn at Florida Paper Mill
XcelPlus is also test burning its fuel at a Georgia and Alabama papermill. Florida is emerging as a significant market and West Virginia facilities have begun trial burns. The hope is to prove XcelPlus’ product’s financial and environmental advantages, working with a single plant that could consume 30 million gallons annually if XcelPlus passes.
A recent e-mail from one of the Florida DEP regions stated:
‘We are pleased your fuel’s use results in much lower SO2 emissions, and glad to see wastes being converted into fuels that can decrease our dependence on non-renewable resources and foreign oil.’

The latest highlights in this business include an invitation to meet with Defense Department officials to discuss how XPGH can aid compliance with green-fuel mandates for air, land and naval needs.
Diversification Opportunities for XPGH
XcelPlus’ biomass fuel is a lower cost alternative to the soaring expenditures for pollution control upgrades and CO2 sequestration that U.S. utilities must adopt to meet new greenhouse gas limits. Utility demand for green-fuel alternatives has the potential to re-shape the XcelPlus business model.
First, among planned diversifications will be a waste-heat-recovery technology the company is negotiating to purchase. It can produce electricity for immediate consumption, storage or returning to the grid. This is clean technology, powered by existing waste-heat sources. It will reduce fossil fuel needs and carbon and sulfur emissions, while cutting consumer costs.
XcelPlus Products
The Company’s renewable biomass products are designed to meet the energy needs of today and tomorrow. The XcelPlus team is comprised of multiple professions from both the traditional and renewable fuels industries with one goal in mind: To produce renewable fuels from federally mandated renewable biomass resources for the industrial settings.
Product Lines
Synthetic Fuel Oils (SFO and BFO) These product lines were developed for the use in burner systems for the asphalt and concrete industry. The lines are priced competitively against Residual Fuel Oil (RFO) and are tested to the same Fuel and Environmental profiles mandated today. When compared to RFO, the field emission profiles achieve a 90 percent reduction of monitored emissions.
Biomass Release Agent (BMRA) This product was developed for use in the asphalt and concrete industry as a biodegradable, non-hazardous, release agent. In addition, when used in the asphalt industry, the collected remnant could be properly disposed of in the burner systems-subject to permit review and authority having jurisdiction. This affords any company with portable or remote burners to completely remediate the job-site and exercise environmental stewardship well beyond expectations.
Btu Enhancer (BTE) This line was developed with the power generation facilities in mind. These products meet the stringent requirements of the Energy Policy Act and will qualify (subject to state authorities) for the generation of Renewable Energy Credits (REC) which then can be converted to Carbon Credits.
In the near future, the renewable product lines for the Maritime and Aviation Industries will come forward as solutions to the Green House Gas emissions concerns we face today.
